“The Thirteenth Floor” strip first appeared in the weekly anthology Scream! on March 24, 1984, and ran in Eagle until February 28, 1987. The stories were written by John Wagner and Alan Grant, with art by José Ortiz. Rebellion Developments acquired the property in 2016 and have since brought the strip back in various specials. The setting was Maxwell Tower, a tower block controlled by a sentient computer named Max on the 13th floor. Max served as the narrator, showcasing both his friendly and deadly sides due to a programming flaw that compelled him to protect his tenants at all costs, even if it meant eliminating threats.
